Although the earth is rich in water, only one percent is liquid fresh water, the form we require for our highest priority needs. The demands on this liquid fresh water are growing, and many scientists feel that a future shortage of fresh water will be eminent. Water conservation and management emphasizes water quality protection, a growing area of employment and environmental concern.

Most notable news was that there are now more than certified RMPs in Virginia. Read more about the increase in certified RMPs and get current information about the program. The Virginia Resource Management Planning program provides a voluntary way to promote the use of conservation practices that improve farming operations and water quality. Resource management plans can help farm owners and operators take advantage of all the conservation measures at their disposal.
In return for full implementation, the plan holder can be assured that he or she is in compliance with any new state nutrient, sediment and water quality standards; in particular, regulations related to the Chesapeake Bay and all local stream segment TMDLs. The certificate of safe harbor is valid for nine years provided the farmer continues to implement the RMP. Participation in the program is completely voluntary. The resource management plan concept was developed at the urging of the Virginia agricultural community.
The approach provides a comprehensive assessment of the conservation needs of a farming operation. Better tracking of agricultural BMPs through the use of resource management plans will also provide decision makers more accurate data when determining future funding needs for cost-share and other incentive programs.
Representatives from agricultural commodity groups, conservation organizations, and state and federal agencies developed the RMP regulations. The effective date of the regulations is July 1, A farm owner or operator can chose to have an RMP on the whole farm, a tract or just one field. RMPs can be developed for crop, hay or pasture land uses. Crop and hay land require a foot forested or vegetative buffer adjacent to perennial streams.
Pasture fields must have livestock excluded from perennial streams, hardened stream crossings and alternative watering systems. Also, the plan must be written by a certified RMP developer. Here is a list of certified RMP developers. The regulations set specific criteria for becoming a certified RMP developer.
All RMP developers must be a certified nutrient management planner in Virginia. Candidates must also demonstrate a suite of conservation and water quality planning skills or be a certified NRCS conservation planner.
Finally, an application must be submitted to DCR for evaluation. See More Information. The process for an operation to become certified as having implemented a resource management plan is depicted below. Assessment — A certified RMP developer visits the operation, meets with the farmer, evaluates the land and practices in place, and begins development of options to meet the requirements.
Plan Development — The certified RMP developer meets with the farmer and discusses options to meet the requirements. Once the farmer agrees to the particular BMP s and a schedule for implementation, the RMP may be submitted to the review authority the local soil and water conservation district or DCR for review and approval. Plan Implementation — Once the approved plan has been fully implemented, the farmer may request that the review authority visit the farm to verify implementation.
A certificate of RMP implementation is issued once the review authority determines full implementation. Verification — Continued verification visits are conducted every few years to ensure the continued proper functioning and maintenance of the BMPs. The signs may be purchased on request by those who have completed RMP implementation. Participation in the program remains protected from public disclosure by default; this option is available to those who wish to advertise their certification.
The 30 by inch signs show passers-by that the farm is RMP-certified. Qualified participants interested in a sign should contact Barbara McGarry, , barbara. On the one hand, population and economic growth are increasing the demand for water but on the other, environmental consequences of climate change, pollution and over extraction of groundwater are decreasing the world's supply of fresh water. This makes the availability of water for human use one of the greatest global concerns of this century. Neither levelling growth nor technological innovation can stretch the existing supplies significantly; hence, it is imperative that demand side management techniques such as the use of water efficient fixtures in urban households, appropriate water tariff structure and regulatory policies are used as tools for water conservation. Conservation of water resources is one of the important aspects of ensuring sustainable development of cities and should incorporate environmental, social and economic dimensions. This book highlights the importance of using water efficiently in urban households, in both developed and developing cities. Specifically, the book focuses on: the determinants of water conservation behaviour, including psychological factors such as values, beliefs and attitudes, socio-economic factors such as income, water pricing and policies, environmental factors such as seasonal variations and demographic factors such as household size and age;. In relation to the above issues, the book provides several detailed case studies of cities to understand the effectiveness of such demand management tools and the lessons learnt.

This innovative interdisciplinary study focuses on the history, science, and policy of tree planting and water conservation in South Africa. Bennett and Kruger show how debates about the hydrological impact of exotic tree planting in South Africa shaped the development of modern scientific ideas and state policies relating to timber plantations, water conservation, invasive species control, and biodiversity management within South Africa as well as elsewhere in the world.

The following standards and guidelines support the University's policy on energy and water conservation and management in facilities operation. Application of the standards and guidelines shall not involve any measure that will violate applicable laws, be hazardous to health or safety, cause significant impairment of the instructional or research effort, or result in an unreasonable minimum standard of comfort. In order to comply with the Policy on Sustainable Practices reporting requirements, each campus is required to submit an annual energy and water use and conservation report to the Office of the President, Facilities Administration. Prepare the report on a fiscal-year basis according to the template supplied by Office of the President. Submit the report by October 1 to the Office of the President.
