These range from adapting to climate change and reducing disaster risk Forino et al. These complex challenges cannot be solved in isolation; and therefore an integrated approach to managing them is likely to prove to be more successful. Such an integrated approach focuses on understanding the interdependencies across sector objectives, and working within governance structures to manage them. By doing so, integration aims to achieve more by jointly aligning objectives and policies, reducing duplication, managing trade-offs, and promoting synergy across interventions Underdal , Stead , Candel and Biesbroek However, integration has been criticized as acting as a mirage or an illusion of something that is desirable but difficult to achieve, for reasons such as time-consuming multiactor processes or blurred responsibility boundaries Surridge and Harris , Walker et al. In this paper, the authors propose a new innovative solution to financing flood prevention and financing its consequences using the development impact bonds model. Firstly, the necessity of financing the flood problem is to be described as a public task, including the presentation of previous methods and solutions. Secondly, the authors derive a new model for financing flood problems basing on development impact bonds. The new model shows that there is a possibility to construct a financial mechanism, which allows financing anti-flood interventions, such as relocation of residents from flood-threatened areas, using private financial resources, and giving the government the guarantee to pay only for the success of the intervention, which means a guarantee of effective public spending. At the end of the paper a SWOT analysis into this solution is presented. Alfieri, L.

In recent decades, water management has been moving towards nature-based solutions. At the same time, such measures require more — and mostly privately owned — land and more diverse stakeholder involvement than traditional grey engineering approaches. They also present challenges related to different disciplines. Nature-based solutions for flood risk management not only require technical expertise, but also call for interdisciplinary insights from land-use planning, economics, property rights, sociology, landscape planning, ecology, hydrology, agriculture and other disciplines to address the challenges of implementing them. Ultimately, nature-based flood risk management is a multi-disciplinary endeavor.
